Yes, it looks like a bumper hitch because there is a added brace that attaches
the bumper to the platform extension that the ball is attached to. However,
that platform extension is securely welded to a steel channel cross piece that
runs from frame rail to frame rail, as I recall. It is quite stoutly
constructed. When I converted to a receiver style hitch I merely removed the
ball and had the receiver welded to the existing platform and then had the cross
brace further bridge braced underneath for even more rigidity. You had to keep
the camera on to know something was back there!

think the actual platform hitch assembly was the same on both as I recall. Could
be that the load rating difference you are reporting be related to the fact that
the 82PT had the 6V92 "Red" engine rated at 300HP and the 83 PT had the 6V92
