The AT switch on my '85 PT36 is in line with the lead going from the start
position on the key switch to the starter solenoid. Depressing the left side of
that switch closes the ckt. and allows contact to
the starting soleniod. Depressing the right side opens that ckt.

A/T Switch
The A/T switch is the "Anti-Theft" switch. It kills most of the 12 v circuits, including the starting circuit. It's helpful in storage to reduce the phantom load (but it doesn't completely cut off that load).

It looks like it powers a coil by adding the ground thru the switch???

if you look right of dead center, you will see the electromag coil and see ground connected to the other side of the at switch. this is a 94 however. looks like open ground drops the coil so if the switch burnt and is making grount 100% of the time it could be the solenoid???
