Wayne,
Your "small black part" is probably a thermal circuit breaker. When too much current goes through this type of breaker it will open the circuit. As the breaker cools from no current it resets and closes the circuit again. This will of course go on and on. Two obvious possibilities are that the circuit breaker has failed or that that circuit has too much load. There are certainly other possibilities but that is where I would start.
