Hi Ron:
That circuit is controlled by a relay and the switch controls the coil of that relay allowing the VDC to pass to the lights. So if the switch is good, (use a meter to know for sure on ohms scale) then the relay is picked up. Now then if the switch is in fact open/off then the wiring smell may be the circuit is made by melted and shorted wire. This makes me wonder what else maybe having a problem in there. The relay is located on the large print in your black case.
