I can only answer a couple of these, but here goes:

On my '83, the red switch in front of the passenger seat runs the
block heater (keeps the water in the block warm in the winter).

You should have a thermostat next to the side door for the engine
heat. Make sure that's turned on. there are also switches that
power the fans and speed next to the registers, that also need to be
switched. I can't tell you where the fuse is...
