Eaton power sterring seal failure-twice

I have an Eaton model 243p power sterring pump.The front seal was
weeping and I took it in for repair.It blew the shaft seal in about
500 miles.The second time in about 800 miles.It was sent and repaired
by the same company[Hydra Steer].Thay say that it was not there
problem and that it was a system failure,air bubble,turning sterring
wheel to stop position and holding,rough roads,hitting curbs.
No contamination was found.It was set to supply 4gpm at 1750 psi.
Any coments.
