salvage/fire on South Carolina title

salvage/fire on South Carolina title
Anyone KNOW for sure how to get the title to a licensable or
a "REBUILT" designation. Title is "Salvage/Fire" on a S. Carolina
title!
I wouln't want to get stuck with BAD TITLE. WE MUST be able to
TITLE/LICENSE!!!
However we do not mind doing the work it takes to rebuild the BB.
Hey,I've built or rebuilt everything from 32 cars to a twin engine
aircraft!

I understand that there are some "non-title" states where you can
register the vehicle and then move it to a "title" state, getting a
clear title there. Not sure of the details any more and the situation
may have changed. In some states, they only have a "Bill of sale" and
in some others, they remove the vehicle from their records after so
many years of non-operation/registration.
